Abstract

This study examined the adequacy of government funding towards successful implementation of the UBE scheme in Cross Rivers State, Nigeria, between 2010 and 2015. To achieve the purpose of the study, one research question was raised and answered. The descriptive research design was adopted where a questionnaire was used for data collection. Data collected were descriptively presented in table revealing Social Studies teachers' response to the items. The result obtained was further presented in a bar chart. The study revealed a gross lapse in the provision of funds in the implementation of some core mandates of the scheme. Based on this result, conclusion was made thus; the poor implementation of the UBE programme in the state is traceable to the fact that a large (chunk) of the fund (grant) meant for its functionality is not accessed. Thus, there are glaring issues such as lack of provision of materials, poor condition of service among others that hinder successful implementation of UBE policies. It was recommended that upper basic Social Studies teachers should be given opportunity to participate in conferences and seminars under the sponsorship of UBEC. More so, special allocation should be made available to school and unit heads to avoid unnecessary bureaucracy.
